MONUC press conference of 22 July 2009



Kinshasa, 22 July 2009 - The following is a summary of the activities of MONUC’s civilian sections presented by MONUC Spokesperson Madnodje Mounoubai, at its weekly press conference today.


Execution of the Stabilisation Programme for eastern DRC

On Friday 17 July last, the Deputy Special Representative of the UN Secretary General in the DRC, Mr. Ross Mountain, went to Goma in North Kivu to assess the execution of the stabilisation programme for eastern DRC, supported by MONUC and other partners of the DRC.

Mr. Mountain appealed to the armed groups to reconsider disengagement. He invited them to respect the signed agreements, in order to save the population the many sufferings caused by the absence of peace and security.

Electoral Activities

MONUC continues its support to the Independent Electoral Commission (IEC), within the framework of the upcoming local, municipal and urban elections.

In Katanga province, a delegation from MONUC’s Electoral section in Kinshasa arrived in Lubumbashi on 16 July last, to make a follow up assessment of the implementation of preparations for the revision of the electoral register in South Katanga.

The delegation also supported the sensitization and training activities carried out by MONUC’s Electoral Section in Lubumbashi and the IEC Provincial Coordination. Other destinations envisaged for follow up assessments were the towns of Likasi and Kasumbalesa.

Child Protection activities

In Bukavu in South Kivu province, on Monday 20 July last, MONUC’s Child Protection section organized a training programme for ten Congolese National Police officers, aimed at reinforcing their capacities for the protection of children.

Also in South Kivu, the same section, in collaboration with the Voluntary Office for the Service of Children and Health (BVES), organised a sensitisation meeting for 40 DRC Armed Forces officers in Shabunda on Thursday 16 July last.

In this part of the country where the Kimia II military operation has just entered a new phase, sensitization was focused on Disarmament, Demobilisation and Reintegration (DDR) and the protection of the children in conflict; that is, the demobilization of children associated with armed forces and groups, and the fight against recruitment and the use of children in armed conflicts.

DDR & DDRRR activities

Concerning the return of Rwandan combatants, up to 17 July last MONUC’s Disarmament, Demobilisation Repatriation, Resettlement and Reintegration (DDRRR) team repatriated 1,218 combatants and 1,324 of their dependents since January 2009, while the UN High Commission for Refugees (UNHCR) returned 8,337 civilians home to Rwanda. Thus a total of 10,879 Rwandans have been repatriated home by the United Nations in 2009.

The increase in Rwandan civilians voluntarily repatriated by the UNHCR this July is related to Kimia II military operations. This has allowed civilians who were under the influence of the illegal armed groups to be released from these groups in the zones where the armed groups have lost control, because of actions led by the DRC Armed Forces and supported by MONUC forces.

MONUC Police activities

On July 15 last, two training courses in general intelligence and the maintenance of law and order were simultaneously opened by MONUC Police in Kindu, capital of Maniema province, which will benefit 108 Congolese National Police officers, including seven women officers.
